  Only a secondary account of another outlet's reporting is held. The gate requires the reporting itself or the underlying document.

1. 1. Classification. Each wire item is read against a fixed vocabulary of tracked events. Anything reporting no state change this publication follows stays on the wire.
2. 2. Evidence gate. A record requires a source URL, a named publisher, a retrieval date, a publication date where the source states one, and at least two explicitly stated facts. A secondary account of another outlet's reporting does not clear the gate on its own.
3. 3. Routing. Prices route to the datasets that hold values; state changes route to the change log; anything whose meaning depends on context held here routes to a brief or a signed research note.
