Why some agencies have no profile
A profile publishes once the register holds at least 3 current relationships for that agency. Below that threshold, an agency page would consist of a single announcement restated at length, which is not a document worth having. The agency's records remain visible in the register with their full provenance either way, and a profile appears as soon as the evidence does.
